Turkish higher education system has developed significantly in the last few decades in terms of both quality and quantity. Turkish universities now offer a rich field of choices for international students.

The quality of the system is also reflected in international ranking lists. According to The Times Higher Education BRICS & Emerging Economies Rankings 2014, there are 7 Turkish universities in the top 100 university list, and 3 of them are in the top 10. In addition, 9 Turkish universities took place among the top 800 world universities ranking by Quacquarelli Symonds (QS) in the UK and 19 Turkish universities took place among the top 1000 world universities ranking by METU Informatics Institute.

Turkish universities offer high quality studies and are an integral part of the European education space. There is an increasing number of universities offering programs taught in English, and these include medicine, engineering, humanities, business, and finance. Turkey is part of Bologna Process since 2001 and also a member of many different international platforms. What this means is that, first all students can continue their education in other countries with ECTS (European Credit Transfer System) and second they can get their diplomas recognized by other countries.



Regarding the link between university-industry, starting with the year 2000, many techno-parks and technology development centers have been established within the university campuses. The Law on Technology Development Centers, which entered into force in 2001, draws the framework for the legal status of these institutions. As of 2014, there are 32 technology development centers operating and an additional 11 are under construction in different universities. Associate Degree qualifications are also included in Turkish higher education system. Within this degree, universities offer two-year programs, all of which are vocational oriented and at the end of the study period, graduates are expected to be employed as intermediate staff in related sectors. The curriculum design of these programs is done in such a way that gives the student the opportunity to do their internships in firms of the related sectors.



Many Turkish Universities provide campus accommodation to all international students who wish to stay on the campus or in state dormitories. Meals generally are not included in the fee but dormitories have canteens where students can eat breakfast and other meals for a nominal cost. All fees are fixed in Turkish Liras. Regardless of their nationality, all international students may pay the same amount as Turkish students. In addition, most Turkish dormitories are segregated by sex. You may need to make payments upon arrival. Therefore, it is advised to bring the necessary initial payment in cash. In Turkey, all processes related to accommodation in state dormitories are carried out by General Directorate of Higher Education Credit and Hostels Institution.

If you are looking for a room in a shared apartment, you may find vacancies posted in hostels and language schools in addition to the other sources. You would also have a chance to find an apartment on your university’s campus.



All international students can take the advantage of “general health insurance” coverage in Turkey. If you have the “general health insurance”, you can use all state hospitals without a fee and also private hospitals paying a moderate fee. For benefiting from the General Health Insurance System in Turkey, you should firstly go to the International Student Office to get information. Then you should go to the Social Security Institution with neccessery documents to apply it personally. When you complete your application, you will pay your general health insurance fee which is determined on an annual basis within 1 month from the date of Social Security records.

If you don’t apply for general health insurance system within the given time period (in 3 months), you cannot benefit from the general health insurance services of the State. But, you can use your international health insurance if you have one or you can get private health insurance in Turkey. Some universities may also offer special insurance policy for their international students.

Please also bear in mind that Turkey is known with its high quality doctors and health facilities, although it has relatively low service prices. Therefore, many people from neighbour countries as well as from developed western world prefer to come to Turkey in order to get healthier and cheaper treatments on dental, eye examinations, surgery, etc.

If we take your residence time into consideration, going to your dentist before your trip; carrying a spare pair of contact lenses and glasses (and take your optical prescription with you); and carrying a first-aid kit will be helpful for you.



If your university has a bilateral agreement with your chosen Turkish university, you are ready to be an exchange student. The institutions of higher education in Turkey are strongly committed to assist exchange students with getting the most of their social and cultural experience. One example of this is that Turkey has been the third most successful country (after England and Germany) in the Erasmus Program in 2013 and 162 out of 166 universities have been accepted to participate in the exchange program. This is also an indicator of the high number of universities which have at least one bilateral agreement with another university.

The Erasmus Program

The Erasmus Program is a European student exchange program offering university students a possibility of studying in another European country for a period of at least 3 months and at maximum 12 months.

Mevlana Exchange Program

Mevlana Exchange Program also offers non-refundable scholarships and aims the exchange of students and academic staff between the Turkish higher education institutions and higher education institutions of other countries. The program includes all higher education institutions throughout the world without discriminating between the geographical borders.

 The Fulbright Program

The Fulbright Program is an exchange program sponsored by the U.S. government. Its aim is to foster mutual understanding between the people of the United Stated and the people of other countries.

Farabi Exchange Program

Farabi Exchange Program is a national exchange program open to both Turkish and international students, who are at associate, bachelor’s, master’s, or Ph.D. levels, and teaching staff. Its aims is that university students and teaching staff in Turkish higher education institutions continue their education at another higher education institution within Turkey during a period of one or two semesters.



Tuition & Fees

The government sets the minimum and maximum tuition fees for higher education degree programs at the beginning of each academic year. For international students, tuition fees are applied differently in public and non-profit foundation universities and may change from one university to the other. In public universities, the minimum and maximum amounts of tuition fees are decided and announced by the Council of Ministers, taking into consideration the type and duration of study in different disciplines. Then, the university senates decide the exact fees for each program within this scale. In non-profit foundation universities, on the other hand, tuition fees are decided by the Board of Trustees of the university.

Türkiye scholarships offer a wide range of scholarships to assist associate, undergraduate, master’s, and Ph.D students in financing their education. These scholarships are open to international students who will study in a higher education institution in Turkey.

TÜBİTAK Scholarships

TÜBİTAK provides financial support for international students via the following programs:

Türkiye Scholarships

Undergraduate Scholarship Programs

  • Program Name: Harran Scholarship Program

Harran Scholarship Program is only for the citizens of following countries: Iraq, Iran, Lebanon, Pakistan, Syria, Bangladesh, Afghanistan, Tajikistan, Jordan, Palestine and Yemen, Israel.

All programs other than Medical Sciences, Islamic Studies and Turkish Language and Literature are offered in this scholarship program.

This scholarship program covers all the disciplines from those who are from science, humanities and business backgrounds.

  • Program Name: İbni Sina Medical Sciences Scholarship Program

İbni Sina Medical Sciences Scholarship program is available for non-Turkish nationals from all countries.

This program provides scholarships for Undergraduate degree.


Graduate Scholarship Programs

  • Program Name: Ali Kuşçu Science and Technology Scholarship

Ali Kuşçu Science and Technology Scholarship is designed for students who are willing to study at the fields of science, engineering and technology. This program provides scholarships for Master’s and PhD degree.

Ali Kuşçu Science and Technology Scholarship program is available for non-Turkish nationals from all countries.

  • Program Name: İbni Haldun Social Sciences Scholarship

İbni Haldun Social Sciences Scholarship  is designed for students who are willing to study at the fields of social science. This program provides scholarships for Master’s and PhD degree.




  1. Allowance

Türkiye scholarships consist of these opportunities:

  • For Undergraduate Students 200 USD per month.
  • For Master’s Students 300 USD per month.
  • For Ph.D. Students 400 USD per month.
  • For Research Scholarships Holders 1000 USD per month
  1. Accommodation

Türkiye Scholarship students can stay in public university dormitories without paying any fee. Students who do not want to stay in these dormitories can use other housing possibilities on their own expenses.

III. Tuition and Fees

Türkiye Scholarship students do not pay any tuition or university fee for education.

  1. Health Expenses

Türkiye Scholarship students are covered by public health insurance.

  1. Turkish Language Course

Türkiye Scholarship Students take Turkish language course for one year if they do not have proof of Turkish Language knowledge. Turkiye Scholarship students who study in other languages instead of Turkish must also take Turkish Language Course.

  1. Transportation

Türkiye Scholarship students will get a certain amount of money for their transportation expenses at their first arrival to Türkiye and departure after graduation from Türkiye.



Candidates who have graduated or are likely to graduate from an educational institution equivalent to that of Türkiye’s in the present academic (i.e. bachelor’s degree for master’s level) can apply to Türkiye Scholarships.

There is also age condition for candidates required to meet –

  • For applicants applying to Undergraduate Degree: Those who were born no earlier than 01.01.1995,
    • For applicants applying to Master’s Degree: Those who were born no earlier than 01.01.1986,
    • For applicants applying to Ph.D Degree: Those who were born no earlier than 01.01.1981,
    • For applicants applying to Research Program: Those who were born no earlier than 01.01.1971,
    • Applicants shouldn’t have any health problems barrier to education.

It is expected to have certain academic score from candidates for each program and scholarship level. There are specific minimum score of the program that you are applying at “assessment and selection” section.

Students who are currently studying in Türkiye are not allowed to apply to the level that they are already studying.  Turkish citizens and persons who lost Turkish citizenship cannot apply for this scholarship program.  Türkiye scholarships are open for all country citizens who meet these conditions.

The selection of candidates is carried out according to academic achievement and interview performance. Türkiye Scholarships is a program based on academic success of the candidates.

Academic criteria of the applicants will be measured according to these documents:

  • Diploma Grade.
  • General Average Grades Received Until The Last Term (*).
  • University Entrance Exam Grade (if any).
  • High School Graduation Exam / Baccalaureate Grade (if any).
  • International Test Score (if any).
  • Other Academic Assessment Score(*) cumulative GPA.


Candidates must have at least –

  • For Undergraduate degree applications 70 %
  • For Master’s degree and Ph.D. Degree applications 75 %
  • For Medical School applications 90 %

Weighted grade point average over their maximum graduation grade.

Candidates among those who completed the application fully will be invited to interview according to their academic success.
